A) No, its not possible legally... Although I have seen copies of somehting called 'Visual Basic Learing Edition" or something close to that, it usually comes with some kind of a book on Visual basic.

Q) Do i need anything to program with Visual Basic?
A) You need the Visual Basic compiler (made by Microsoft), and a windows machine.
